Col Nelson of the 10th Texas Infantry was often in command of troops including the 16th
Texas Dismounted Cavalry.
A review of sources for that regiment could provide further insight into the 16th Tex.

Official Records

AUSTIN, February 26, 1862. RICHMOND, VA., March [April 7]1862. General S. COOPER, Adjutant and Inspector General: SIR: I have the honor to report that under the authority of the Honorable Secretary of War, of the 18th of October last, and his printed letter of instructions connected therewith, I have raised five regiments of cavalry in the State of Texas, and the same have been mustered into the C. S. service. The first regiment was organized on February 15, the field, staff, and company rolls of which are herewith returned to your department. The second regiment, commanded by Col. George H. Sweet, was organized on the 10th of March, and herewith I hand you the field and staff rolls of the same, in connection with a letter from Capt. J. K. P. Record, mustering officer, in reference to the company rolls of said regiment. The third regiment, commanded by Col. William Fitzhugh, was also organized on the 10th of March. The field and staff rolls, accompanied by certificate and statement of the organization of each company, and also the letter of the colonel, lieutenant-colonel, and most of the captains of the regiment, are herewith submitted…

RICHMOND, April 11, 1862. Col. M. T. JOHNSON, Fourteenth Texas Cavalry Regiment, Richmond: COLONEL: I am directed by the Secretary of War to say that your regiment will be known as the Fourteenth Texas Cavalry Regiment, that of Col. G. H. Sweet as the Fifteenth Texas Cavalry, that of Col. William Fitzhugh as the Sixteenth, and that of Col. G. F. Moore as the Seventeenth Texas Cavalry; that the staff of your regiment as recommended by you have been nominated, and when confirmed will be commissioned. The staff of the other regiments above named will be appointed when the muster-rolls are received. Respectfully, V. D. GRONER, Acting Assistant Adjutant- General.

5/20 The Semi-weekly Shreveport News -The different Regts composing the Bgde from Texas under command of Gen M.T. Johnson, have been ordered by Gen Roan to hasten to Little Rock.
Gen Johnson and his party left here on Monday, [5/19] on his way direct to report in person.
All of the regts under his command with the exception of the first (at Corinth) are already either there or hastening on their route.
We last heard of Sweet's Regt between Pine Bluff and Little Rock, hastening to the latter place last Saturday.
Col Moore's Regt was at the same time at Camden, crossed the river there last Sunday and is no doubt at the Capital.
The remaining regt, (Col Fitzhugh’s') have partially passed this place, six Co’s having gone through and the others are at this time in the neighborhood passing on.
We learn that Col N.H. Darnell's regt (not yet attached to any Bgde,) is just behind the rear of Fitzhugh's and will soon be along.
Also the regt of Col Burnett, from Crockett, cdg a Regt and a bn, are on their march to Little Rock through this place. The probability is that several infantry regts now raised in Texas will be directed here.
