It means brigade teamster, so he drove wagons for a brigade staff officer, such as the commissary or quartermaster or ordnance officer. Somebody had to do it.

He sounds a little young, since the Confederate Congress had just passed a law on Feb. 17, 1864, requiring young men of seventeen to enroll in the junior reserves.
