The note is written clearly but the handwriting is difficult to read. Here is the best I can tell it says. The names were the hardest to figure out so I will write what the letters written seem to be. So some of the words and names might not be correct but it's my best guess. Can anyone offer any insight into what this refers to and who these people are? Again, I might have guessed wrong on the names because the handwriting was hard to read.

Pass to Mr Cha -a Trowbridge to these No Ls and return fire
over the military railroad from Washington City.
