Would have to see the original or a clear copy, but I suspect you've misread some portions ("fire," for example).
The usual form I've seen would be an order to "Pass [name of person] to [destination] and [return? perhaps via...; possible time limit], ending with name or signature of the issuing authority and his rank/title [and the actual signer, such as his authorized staff officer if the superior's name is printed].
