It could also be a VA mix up. I ordered a stone for my ancestor who was in the US Navy during the CW. It came in with the right stone shape but engraved with his name and "Provisional Navy". The Provisional Navy was the CS navy for a period. I called the VA and they said that it was per sample they had for navy. I sent them a letter from a Museum official stating what the Provisional Navy was and they ended up sending me a correct stone.

They may do the same for you. I would ask.
