Officially designated as the 25th Bn, Virginia Vols., this command was more familiarly known as the Richmond City Battalion. It was organized August 15, 1862, for the period of six months, and for service in and around Richmond. When first organized, the battalion consisted of five companies, A to E. Companies F, G and H were added later. Co I is believed to have been organized in the field and not recognized by the A&IGO. Another company was authorized to be raised but failed to complete organization. In January and February 1863, battalion was "re-mustered for the war", its original six months term having expired.

Co A = Capt John H. Greener's Co; enlisted July 1, 1861, for 6 months; reenlisted January 1, 1863, for the war, and remustered January 20, 1863. Some members of this company had prior service in the 1st Regt Va Inf and in September, 1862, some were transferred to the Maryland Line.

89th Regt Virginia Militia, 16th Brigade - Morgan County, West Virginia
Called out by the proclamation of the Governor dated July 13, 1861, to rendezvous at Winchester, and appears to have served until November 30, 1861
Regimental returns for July to November, 1861, account for nine companies of the regiment (A to K, except G) and state that companies A to D and H, reported for service, and that only Co I reported, who joined Co A. The other companies failed to report.
