There was a Louis Hilliard, Capt., Asst. Commissary of Supply, for the 2nd NC Inf. He served from 1861 to August 10 1863, when Congress abolished the ACS position. He later served in the CS QM Dept, apparently the Tax-in-Kind officer in the Lexington NC area. His CSRs are in the 2NC, CS Staff Officers, and the Unfiled papers and slips. Don't know if he is the man you are looking for.
