I don't think that it includes militia...I think that it is just those men in P.A.C.S. It does include those that died of illness, and I would guess other non-battle related injuries. I'm not sure if it includes Alabama companies in regiments attributed to other states (such as Dupree's Independent Company or McCaa's Rangers or various companies of the 38th Tenn. Infantry).
