I agree that this was a high rank for the Commissary Commission, but I do have a record for this Colonel in that department:

STINSON, John Thomas “Jack”, Colonel
Born 1817 in S.C. Major in the militia. Later transferred to the Commissary Department of the Provisional Army of the Confederacy. Moved from Pickens Co. to Columbus, Miss. in 1870. Died in Columbus the week before the 9/22/1896 printing of his obituary.

I do not know, though, exactly what his position was to have such a high rank.
