In addition to those identified, there are another bunch of J. A. Scotts in Arkansas units.

I would suggest you go to the NPS Soldiers & Sailors Sytstem site and check out the regimental thumbnail sketches for the various units these men were attached which might allow you to eliminate some based on where the units were raised.
