Personally, I believe the flag residing at the Old State House was issued after February 25, 1864. The first clue is the different script used for Ringgold Gap. The battles listed on the flag are roughly in chronological order top to bottom. The same capital letter style is used for all until you reach Ringgold which is inscribed with what can only be described as a flourish. This of course, is the battle for which Cleburne's division received the thanks of Congress or what we might call the Civil War version of a Presidential Unit Citation on February 9, 1864, pointing to a date after February 9, 1864. The key, however, is the odd Tunnel Hill, Tenn. inscription. My belief is this is to differentiate their battle from the skirmish which took place at Tunnel Hill, GA, February 24-25, 1864. At one point, I thought the comma might be an altered period indicating the Tenn was added later, but I then noted the entire wording for the battle is roughly centered which to me suggests it was in the original and not a later addition. To me this adds up to the flag being issued after February 25, 1864 and prior to May 1864, the beginning of the Atlanta campaign.
