The flag of the 8th/19th Arkansas is definitely an 1864 issue. As for the battle honors styles it could be a simple matter of getting one artist to do them and then getting another to do them at a different time.

Dalton, GA at the time was not a big town despite the large Confederate supply depot being there. Brown's Tennessee Brigade sent their flags to Rome, GA where John Clarke did the painted honors on their banners. Other flags may have been sent to Clarke or down to Atlanta for decoration. Others were done by soldiers in the ranks that had painting skills. Augustus Larrantree, a Little Rock sign painter, was part of the 1st/15th Arkansas and may have been the guy that did the honors for Govan's Brigade. The key word is "may." We have no proof.

The ANV battle flag of the 1st Georgia Regulars at Fort Pulaski near Savannah has honors done by at least two different artists. So it comes down to timing, who can do then, where's the paint, and other factors.

Based on the 1864 Hardee/Cleburne flag for Hawkin's Mississippi Sharpshooters, who disbanded in March 1864, that these flags start showing up in February, which is when the majority of the Augusta Depot flags for the rest of the Army of Tennessee also start showing up.
