Given the time frame, since very few of the new Volunteer Regiments had formed yet, this was probably the Regimental Muster of the the 24th Militia Regiment from Jefferson County. I can check later this evening, but I would bet that your man is the Colonel Commandant of the 24th. May of these early flag risings are at Militia Musters in the spring of 1861.
