Danny, my unlearned opinion (given the infamous black hole) is that the Vicksburg and Port Hudson regiments were "field" consolidated earlier in 1864 -- much like the 6th & 7th Arkansas in the Army of Tennessee -- and were reorganized as "new" regiments (1st-2nd-3rd Arkansas Consolidated) in September 1864. I suspect the consolidation was made permanent, and the old regiments formally superceded, to eliminate the many supernumary officer positions that existed (on paper, anyway) when the field consolidation was made.
