This fits the pattern that I was talking about and parallels some of the same things that was happening in the Army of Northern Virginia under Joe Johnston during its "reorganization" of April 1862.

Good officers at the company and even Field officer levels and being replaced in these elections and those Officers becoming supernumerials within the command structure. I am wondering if this is what happened to Shavers, Fagan and Crawford. It is interesting that 3 of the men I mentioned (Fagan, Morgan and Crawford) were from the 1st Arkansas Infantry.
