I have never heard of RD jackets being issued with state buttons. The depot issued jackets to the entire army and could not keep up with what state was getting what buttons. Of course if the regiment or company wanted Va. buttons on their jackets I am sure they could have paid to have them put on. Likewise if a soldier had state buttons available from a previous coat, he could sew them on his own jacket. I think this was done somewhat often. I have found Virginia, South Carolina and Mississippi buttons in late war sites such as Petersburg. NC buttons are also found but NC troops received issues from state inventories and they likely had the state buttons already installed. Also surviving jackets may have had state buttons put on post war to wear to reunions.
