Thank you, Tom that was a huge help!! The Iowa flag captured at Belmont belonged to the 7th Iowa. That is the only Union flag I have found at Belmont.

Weldon RR, on August 19th, 1864, I have the 191st Pennsylvania Infantry Regiment (Veteran) losing their National Flag (and most likely all flags). Mahone's division hit Crawford's brigade and captured the 190th Pa and 191st PA in mass. Several more flags were captured, but I do not have the materials on me. The 190th and 191st PA were from the famous "Pennsylvania Reserve Division". About 1,750 men stayed on when that division mustered out. The 1,750 men were then split and formed the 190th and 191st PA Infantry (Vets). I am not sure, if the 190th PA lost their flags, I would assume, since both regiments were hit hard on their right flank.
