The war-time newspapers I have seen come from Galveston and Houston. If there are others along the Texas Gulf Coast, please let me know. There are wide gaps in these surviving Houston & Galveston papers, so I am hoping one will exist on microfilm for the period of interest. (Dec 20ish, 1863) If a paper is found with a description of the flag(s), it will be good to have the information posted to this message board.
