The only flag making depot in North Carolina so identified is the Raleigh Depot and they only made the wool bunting state flags that we have found starting in 1862. The late Howard Madaus determined that the District of North Carolina came under the auspices of the Richmond Depot and so the flags were/should have been drawn from there.

The Charleston Depot only made flags for the units of the Department of South Carolina, Georgia and Florida and while they resembled ANV flag, their construction characteristics were quite different. The same can be said for flags from the Staunton Depot.

I think the 12 star flags you are referring to are from the Richmond Depot, who had hundreds of women making them (among other things), and for whatever reason some with only 12 stars got out (perhaps ordered that way). As for the construction of them that would come down to the woman that made the flag most likely as these were given out as kits for them to take home and sew. So long as it looked close enough and passed inspection the QM officers took them in and the women got paid.
