Flannel is not wool bunting even though it is wool. Wool bunting is coarser.

The man who made these studies and comparisons is deceased so many of the answers you seek went with him. I have no reason, based on his communications with me, to doubt his findings and nothing has turned up as yet to disprove anything he found. In going over his work that he shared with me I find nothing inconsistent either and I know from my own study of the CS supply system outside of flags, that Staunton was the major depot for the troops in the valley down to SW Virginia.

Separate payroll records have also been found for this depot and I was told by one who went through them that some were for making flags.

In the summer of 1864 you have several depots making or have recently made flags - Augusta, Charleston, Mobile, Richmond and Staunton. Later that year Macon jumps in with flags made there. Examples of all of these flags exist today.
