I would say that was the case with the Richmond Depot, the Charleston Depot and a few others. However there were exceptions, the Army of Tennessee battle flag that was issued by the Augusta Depot had no header, just cotton ties sewn to the flag's hoist edge. Also, the Army of Mississippi battle flag that was made by the Mobile Depot had no header either, they just folded the hoist edge back to form a pole hem.
