Check out "The Flags of the Confederacy, An Illustrated History," by Devereaux D. Cannon, Jr. Pelican Publishing Company, Gretna 1994.

He states: "The report of the Committee on Flag and Seal established some, but not a complete set of specifications for the relative proportions of the elements of the 'Stars and Bars.' The canton or union was to be equal in width to two-thirds the width of the flag. [error, should be 1/3rd]. Each bar was to be equal to one-third the width of the flag. No direction was given as to the length of the canton or the overall length of the flag."

Dimensions shown on page 12 of an eleven star flag are:

36" on the fly with 12" bars, 64" in length. Canton is 24" on the fly, 21.5" across the top. No dimensions for the stars.

In the booklet, "Confederate Flags in the Georgia State Capitol Collection," Office of Secreteary of State Max Cleland, Paul Ellingson, Editor, you will find examples with dims. of various originals. Here is one for the Sumter Flying Artillery:

Field: Three horizontial bars, ea 10-1/4":
Canton: 22-1/2" on the staff, by 23-3/4" on the fly
Stars: 11, 5 ptd, each 3-1/4" dia set in a circle 18" dia

Another 11 star is that of the 3rd Regiment, Georgia Vol. Cavalry

Staff 35-1/4",Fly 67-1/4", Canton: 23-1/2"on the staff by 22-1/4" on the fly
Stars: 11, 5 ptd., ea. 2-3/4" dia, set in a circle 24" dia.

I find no examples with dims. for a 13 star.

You will find a wide assortment of flag dims. The choice resting on the ladies sewing unit flags and perhaps on materials available. Number of stars and patterns vary widely, one Cherokee Nation flag has 16 stars in two concentric circles with one in the middle.
