Here is the response from the museum curiator. I am not sure her second point is related but I included it as well.

"I'm not sure of the material. It feels like cotton or linen. It's not silk and I don't think it's bunting. It looks very home made. The overall measurement is 51" wide x 35" high. The canton is 14" w x 16" h; stars are approx. 3" from point to point.

Another puzzle, that may be related......we have in the collection two original photographs of Co. G 114th Pennsylvania Infantry (Collis' Zouaves); both photos taken near Petersburg Virginia. One is a group of Co. G, the other is Co. G. They were taken in August 1864. One of the photos says
"Negative by T. H. O'Sullivan Positive by A. Gardner" We've just gotten
them back from the conservation center in Philadelphia.
I can only identify one former student who was a member of this regiment, for a very short time....he's in the book I sent you a copy of.....David P. Billington. He was in Co. D in 1862."
