No, and few very libraries have the microfilm. I happen to live seventy miles from a library that has a copy of the report mentioned. Written by Lt. Col. Alfred Roman, it probably influenced the War Department's decision to transfer Wade Hampton and his cavalry to the Carolinas. Hampton ranked Wheeler, and Roman's confidential report strongly advocated appointment of a senior officer who might implement better discipline and control in this command.
