An Atlanta newspaper account from September 18, 1862 shows J.L. Roe of Company K was among those members of the 19th Georgia Regiment missing after the second battle of Manassas (28-30 August 1862). This would be consistent with his being involved in a prisoner exchange around that time, as noted in the information from Gary Bray. The 19th Georgia was in General James J. Archer’s brigade and Major General A.P. Hill’s “Light Division” at the time. Return to Bull Run by John J. Hennessy is an excellent account of the battle.

The Official Records of the Union and Confederate Armies contain various reports of the battle (and all of the war) including this extract from General Archer’s report of events on August 29 (Series 1, Volume 16, p. 700): “Soon after the arrival of these fresh troops we charged and drove the enemy back several hundred yards, and then quietly returned to our position. In a few minutes fresh forces of the enemy arrived and attacked us as vigorously as the first. They were as firmly resisted and as gallantly repelled by another charge. At this second charge many of my men were out of ammunition and charged with empty rifles. I did not average over two cartridges to the man. A third assault was met and repulsed in the same manner, my brigade charging upon the enemy with loud cheers and driving them back with their empty rifles.”

Another source of information on your great-grandfather would be pension records. According to Index to Georgia Confederate Pension Files by Virgil D. White, John L. Roe applied for a pension in Gordon County, Georgia. Microfilm copies of the pension records are at the Georgia Department of Archives and History and at some libraries.
