Requisition form

I was looking through the compiled records of my 3rd Great-Grandfather John McGee (Co.B 19th Ga. Vols.) and came across a requisition form for straw for 21 men. It lists my ancestor as "Lieutenant" even though the index cards have conflicting dates as of the date of his promotion from Sgt. to 2nd Lt.

Straw requisition form dated November 13,1862(near Winchester)
Lieutenant John McGee Comp. B - commanding company
N.C.O.'s,musicians & privates: 21

My question is: it states he was "commanding company". Does this mean he was in charge of these 21 men? Would these men constitute a platoon?
