This is the same process used in Europe following the end of World War II. American dead were removed to National Cemeteries in France, Italy, Germany and Great Britain. Regarding the Southern states as conquered provinces, Northern commissioners understood that Federal dead buried there needed to be located, exhumed and reburied in protected cemeteries.
