The local tradition probably associates the camp site as a militia muster ground. A camp would be a long-term site where officers and men would assemble and remain until ordered elsewhere. Such a site would include facilities for supplies, equipment, food and communication. During the war these were nearly always near a railroad depot or a river port for the reasons cited. Liberty Hill does not qualify for an actual site of encampment.

Ordinarily militiamen assembled for muster and drill, then went to their homes. All counties had at least one militia muster ground such as this, which is probably what locals recall about Liberty Hill.

The mention of a "Capt. Baggin" by a Federal officer during Rousseau's Raid tell us that he met a man who could have been in Confederate or state service at some time. It doesn't mean captain, currently in commission. A long-standing American tradition allows former military officers to retain their old titles, even though their military service ended long ago. The highest-numbered Georgia unit in Confederate military service was the 66th Georgia Regiment. We already know Capt. Boykin's former regiment, there was no such command as the 87th Georgia, so the Federal officer's note must be a mistake of some kind. He either didn't hear or recall what Boykin said correctly, or it was recorded in error.
