1862: Ga Volunteer or Conscript?

I've been researching my wife's ancestor, who was conscripted in September 1862 into the North Carolina troops and it got me looking into the whole issue of conscription in 1862. I've read that NC and GA were opposed to conscription and Gov. Brown's proclamation in February 1862 calls for volunteers.

I guess my question is: Did Georgia ever enact true conscription? Were the "volunteers" who enlisted in spring 1862 (like my own gg-grandfather Henry) true volunteers or were they conscripts?
