The time line and expansion of pension relief that Jim offered is quite similar to that followed by other Southern states.

In the 19th century a great part of the annual state budget was set aside for pension relief of Confederate veterans and their widows. In addition Federal revenues from former Confederate states contributed towards funding pensions of U.S. veterans and their widows.

In contrast, Northern states generally did not need to provide for pension relief. The Federal government took care of its own. Confederate veterans and their widows need not apply.
