The Confederates passed the Partisan Rangers Act in 1862. What that did was allowed for civilians to form such units and to keep the captures they got in battle or from raids. It was one way tog et men to the colors but ultimately the CSA would have been better served having these men in regular army units.

The act covered all CS states.
