It looks like your Mr. Brown is one of the many soldiers who has no clear CSR record (enlistment, pay, etc), because either those records were never turned in, or they were destroyed at the end of the war, or whenever. Apparently he doesn't show up on any CS muster or payrolls that the War Dept. clerks used, or any records that were used in KY to compile the Adjutant General's Report. Steve Lynn has ID'd hundreds of KY CS soldiers who show up in some record, but don't have any CSR files in the NARA. It looks like those POW records were taken from the many rolls of POWs that the Feds did up whenever they transferred POWs around the various prisons. I have done a lot of work in the records of the Louisville Military Prison, and a lot of these records have the barest of entries of names (or just initials) and units. The War Department clerks couldn't ID a lot of these soldiers, especially if they couldn't find the names on any CSR index cards. So there is a lot of ambiguity with these POW records, and a lot of confusion with other soldiers.
