This is also why the War Department clerks crated the Unfiled Papers and Slips file at the National Archives (448 rolls of microfilm) listed as "Miscellaneous" on Fold3.com under Confederate Service Records. This was the dumping ground for thousands of CS soldiers who are not in their regular unit CSRs but are at least somewhat alphabetically arranged. A guy I know doing a history of the Georgia Troup Artillery told me about this file years ago and he found several battery members in it that were not in the Troup Artillery CSRs.

I believe one of the reasons Woodward got dropped from command in 1864 was his lack of doing paperwork.
