What you saw relates to pension applications. That link reads as follows:

"We are currently able to provide Confederate pension files for Alabama, Georgia, Florida, Mississippi, Arkansas, Tennessee and Texas, only. We will be adding more states soon."

Service records for soldiers from all states are available, including Confederate Indians, staff officers and soldiers enrolled in organizations raised directly by the Confederate Government.
