Col. Frank Powers was in command of Powers' Regiment Confederate Cavalry aka Powers' Regiment Louisiana and Mississippi Cavalry.

In that unit I find:

It is very possible [maybe even likely] that he was serving as an Acting Captain at the end of the war if he was himself still in active service at that time.

I didn't find H.M. Strickland, though.
