Apparantly, Capt. Newman was replaced by election as Captain of Company G on July 5th, 1863, by Samuel Brewer who had been 1st Lt.

Capt. Newman was not the only Captain of this regiment in arrest in Feb. 1863...so was Capt. William F. Norman of Company D. He was arrested on Feb. 8, 1863 for being away from his men, as per the order of Col. Thomas which stated, "always a Comm. Officer should be present with the Company". Norman was away from the regiment, sick, when the order was issued and was not made aware of it upon his return. The notation in his record: "Roll for Oct. 31, 1862, to Feb. 28, 1863, Present in arrest." [You'll note that this is the same notation as Capt. Newman.] It appears that he did not return to the regiment after he was exchanged (after the surrender at Vicksburg).

There were a lot of strange things going on with the Captains, and the Field & Staff Officers, within this regiment during this Oct-Feb period.

Only two that I find are marked as "present commanding company" (Co. F and H). Two are marked as AWOL (Co. C and E). Two are sick in camp (Co. C and E). One is absent on detached duty (Co. B). Two are Acting Field and Staff Officers (Co. A and I). Two had resigned (Co. A and K), but the resignations appear to have not been accepted at that time. And, of course, two are marked as "in arrest" (Co. D and G). [Note, that's not a typo that Co. A, C and E show up twice , there really were two Capts. of these companies at this time...its complicated...with resignations pending and acting officers, etc.]

While this may not directly answer your question, I think that it does shed some light on the situation within the regiment during this time period.
