Henry Watkins Allen enlisted into the service of the Confederate Army as a lieutenant colonel on August 15, 1861. He was promoted to colonel on March 1, 1862 and became a brigadier general on August 19, 1863. Most historians choose to remember him by his last rank as a general. You need to speak to a civil war reenactor in the Baton Rouge area about a uniform. I can tell you as a former reenactor that I know of no one who does an impression of a Confederate Colonel or a General in the State of Louisiana. Officers uniforms are very expensive to reproduce historically accurate. You might contact a current reenactor named Chip Landry who works at Port Hudson. He may have some guidence for you.
