OK let be clarify my use of the term 'authority.' I meant it in a legal term as to denote one's citizenship, not in terms of command. As for sources that clarify the classification of foreign militia as local defence troops I used the primary sources of General Order 1147 of 28 September and General Order 329 of 14 March 1862 from Gov. Moore. I need to clarify that while foreign militia were considered Local Defense Troops, it does not mean all local defense troops were foreign troops.
