Thanks, Alan. We were talking about pre-capture New Orleans militia which is why I used the earlier information. While the one you cite happened in April, you see at the head of the document that it did not come out until June. One might also consider that while laws, much like today's bills that are passed, are generally not put into immdiate effect. But, yes, for a later time period, this information would be correct.
