You are right on with your analysis but the two orders I cited were State orders. Louisiana's Commander and Chief and the Adjutant General (Grivot) had their unique style of interpreting (and perhaps scheming) Confederate laws and orders. Starting in May 62 they started to authorize State Partisan Rangers that were responsible to Louisiana. Most of these never formed, and those that did eventually ended up in PACS units. Perhaps Louisiana authorities were overly sensitive to the fact that the Confederate government did not do much to protect New Orleans.

I will post the orders I site, but please be patient. I have all the State documents from 1860-1864 but I am in the middle of a move from Australia back to the USA. Will get to it soonest.
