The 4th Louisiana Battalion and the 4th Battalion La. Infantry are indeed one and the same.
For questions 3 and 4, I am not sure I understand exactly what you are asking, but I will to defer to this board's resident authority, Dr. Arthur W. Bergeron, Jr., on general questions pertaining to Louisiana Confederate units. Art has an excellent book on the subject entitled, "Guide to Louisiana Confederate Military Units, 1861-1865" that can also be purchased through this board, and I am sure he will be willing to offer his opinion on those inquiries.
I have one other book in print at this time that is entitled, "Twenty-seventh Louisiana Volunteer Infantry," which is a regimental history of that Louisiana unit. My wife and I also have another book being released in the Fall of this year regarding the history of a notorious prisoner-of-war camp that housed captured Confederate soldiers and political prisoners. It also includes a very detailed roster.
