The Missouri State Guard forces were raised by pro-secession Governor Claiborne Jackson and commanded by Confederate General Sterling Price. The county Home Guards units were authorized by Union Generals Nathaniel Lyon and John Fremont. Here is one web page that helps clarify the difference:
