I was wondering if any Union officer tried to woo the locals to the Union side by say gathering crops for farmers or free medical care or what in the US Military is known has 'civic action" . I know Col Ford of the 2nd Colo told his men not to forage for food from MO farmers but that might of been a tough order to obey.
