On the front of document THE STATE OF MISSOURI (STATE SEAL) In all who shall see these presents ---greeting: appointing Hugh G Glenn to office. It goes on to say- I Hamilton R Gamble (Gamble's name is marken through above it W. P. HOULL??? Acting NOT SURE OF THIS LAST NAME) The testimony then done at the city of jefferson this tenth day of march in the year of our lord one thousand eight hundred and sixty two if the independence of the united states the eighty=sixth and of the state of missouri the fourty first . signed by M.Oliver---secretary of state with anothe signatur beside it Wilber Hall. there also is an embossed seal on the left of signaturs. On the back...there is a blue green seal with a statement that Hugh Glenn wrote and anothe statement that E. M. Sloan wrote. James ALLEN sighed also 19th of Feb 1862
