Howard Co. POW's

I am looking for any information on men who were allegedly civilians in 1864-65 but were taken to St. Louis and ultimately died as POWs in Jefferson Barracks. John T. Scotten and his brother-in-law, David Sartain (Sartin). I have found both buried near each other. Both graves are marked civilian. John Scotten joined the EMM in 1862. He is listed as dying in Feb 1865. The office at Jefferson Barracks has no records. The St. Louis County Library has little. I am looking for why he was arrested, where and confirmation on why he died. I found one faded ledger in the quartermasters record suggesting he died of pneumonia. Thank you for any help.
