Charles Walder was the publisher of the Rolla Express and was pro-Union. For one month in 1861 Southern sympathizers were in control of the town and had him shut down his newspaper. Union forces controlled the town for the remainder of the war.
I think what Mr. Walder was editorializing in the newpaper publication of the roster was the "political cleansing" had not gone far enough in Missouri. He was probably bitter to have to live among his townsfolk who supported the South.
