Where there specific areas within the state of MO for soldiers to enlist?

And does the enlistment location point to an area where said relative was living when they enlisted?

For example, my relative enlisted at Lebanon, but he reported for duty in Rolla. I have no idea where said relative lived at when he registered. One written account says that he lived in Christian CO when he enlisted. An oral history says that he enlisted in Phelps County.

Any thoughts or suggestions?
