Do you have Volume 41 of the Official Records? If you do, take a look at volumes 1-4. Volume 3 contains the correspondence relating to the reinforcement of Steele and also Steele's orders to Mower to pursue Price northward.

If you don't have the hard copy of the Official Records, I can refer you to an online site.

Also there's a wonderful book that takes an over view of this whole business - Kirby Smith's Confederacy by Parks.
