Virgil, he only has one card in his record with the 7th but the 21st records show him as a conscript enlisted August 1862 at Brokkhaven for the war. No enlisting officer shown. I believe he has some cards on file that belong to a John Fortenberry of the 20th Mississippi as this man is listed on a roster of deaths among P.O.W.s at Ship Island, Mississippi dated 12/15/1864. This card clearly states the man as being in the 20th Regiment so how it got included in Jesse Fortenberry's record is a mystery to me.
