The remains were literally placed on a shelf in storage because park administrators didn't know what could be done with them. Eventually the remains found at Gettysburg were sent to Hagerstown MD for burial in a Confederate cemetery there as they could not be buried at Gettysburg.
After the war the authorities determined that while it was reasonable to bury Confederates on Northern soil, they didn't intend to memorialize them in any way.
